Fixed Fee Plans draws and submits planning applications in all 33 London boroughs for £895. London councils granted 20,556 of 23,967 householder decisions (85.8%) between 1 July 2025 to 30 June 2026, according to MHCLG live table PS2. The table below gives every borough's count, so you can see the rate where you live.

Householder approval rates by London borough

Each row is summed from four quarters of MHCLG live table PS2, district planning application statistics (1 July 2025 to 30 June 2026, retrieved 2026-10-09). “Granted” and “decisions” are PS2's householder developments columns, which include larger home extension prior approvals. “Within 8 weeks” excludes prior approvals. Where a council made fewer than 50 decisions we show the count without a percentage.

Why does the approval rate differ between London boroughs?

Partly the housing stock and partly the council. Boroughs with large conservation areas and Article 4 directions remove permitted development rights, so more small works need an application and more of them are judged against local design guidance. Outer boroughs with suburban semis see more larger home extension prior approvals, which PS2 counts in the same column. A rate is a description of what the council decided, not a prediction for your scheme, and a refused application is often one that was submitted without the drawings the council's validation list asks for.

Before you apply, run the permitted development checker: many London extensions and loft conversions need no application at all, and a certificate of lawfulness is the cheaper route where you want proof. Read do I need planning permission? for the rules.

London planning questions

What is the householder planning approval rate in London?
Across the 33 London planning authorities, 20,556 of 23,967 householder decisions were granted between 1 July 2025 to 30 June 2026, which is 85.8%. The figure comes from MHCLG live table PS2 and includes larger home extension prior approvals, which the table does not separate from householder applications.
Which London borough approves the most householder applications?
In the year to 30 June 2026, Hammersmith and Fulham granted 495 of 506 householder decisions (97.8%), the highest share in London. Barking and Dagenham granted 258 of 388 (66.5%), the lowest. Boroughs with fewer than 50 decisions are not ranked.
How long does a London council take to decide a householder application?
The statutory period is eight weeks. In PS2, 15,451 of 16,549 London householder applications (93.4%, excluding prior approvals) were decided within eight weeks. Councils can agree an extension of time with the applicant, and PS2 does not publish that column for householder schemes.
Does the fee change from borough to borough?
No. The complete planning drawing service is £895 in every borough, and the council's householder fee is £548 wherever you are in England, paid directly to the council. What changes is the council's local validation list, its Article 4 directions and its conservation areas. See the price list.
