Fixed Fee Plans draws and submits planning applications in Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, Spelthorne and Tandridge for £895, survey to submission. Each council below has its own page with its validation requirements, Article 4 directions and timescales, each sourced to the council.

What is different about planning in Surrey?

Surrey has no single set of rules: each district and borough council sets its own validation list. In Elmbridge, flood risk shapes what is asked for. The council notes significant river flood risk from the Thames, Mole, Wey, Rythe and Dead River, and its Flood Risk SPD includes a template for householder schemes (council). A flood risk assessment is needed in Flood Zones 2 and 3, every householder application since 6 January 2025 needs a Design Code Checklist, and Green Belt extensions must state the percentage increase in volume. In Mole Valley, applications must meet the council's Local Validation and Biodiversity Net Gain Requirements (council), and 36% of the district lies in the Surrey Hills National Landscape (council). Reigate and Banstead asks for street scene drawings where the ridge height changes (council checklist), and Tandridge for a BS 5837 tree survey wherever there are trees or hedges on or next to the site (council checklist). Epsom and Ewell wants a 45-degree line site plan for any extension above ground floor (council list), and Spelthorne a Design Code checklist with every application under its June 2026 local list, which we have not confirmed was adopted after consultation closed on 9 July 2026 (council list). Our Surrey pages are Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, Spelthorne and Tandridge. Other Surrey councils have their own rules and are not covered yet. We cover more councils over time and add each one only when its local facts are sourced to the council itself, with no dates promised.

Costs, heritage and protected land in Surrey

Elmbridge funds mitigation for the Thames Basin Heaths Special Protection Area from development contributions (council). Householder pre-application advice costs £114 in writing at Reigate and Banstead (its price list does not say whether VAT is included), £149 in writing for existing residents at Tandridge, £170 with a site visit at Elmbridge and £171.39 in writing at Mole Valley, the last three including VAT. Epsom and Ewell charges £230 in writing for works to a house, including VAT (2026/27), and Spelthorne £135 in writing, with no date or VAT treatment stated on its page (Epsom and Ewell, Spelthorne, Reigate and Banstead, Tandridge, Elmbridge, Mole Valley). Conservation areas are worth checking before you design: Mole Valley says it has 26, Epsom and Ewell 21 and Tandridge 19, Spelthorne says eight, and the national planning data register records 24 in Elmbridge (Epsom and Ewell, Spelthorne, Mole Valley, Tandridge, Elmbridge, national register). Reigate and Banstead notified a borough-wide Article 4 direction on small houses in multiple occupation on 30 July 2026; we have not found it confirmed, and it would take effect on 30 July 2027 if it is (council). Spelthorne's HMO Article 4 directions, which together have applied across the whole borough since 13 March 2026, do not cover extensions; the national register also lists four site-specific Shepperton directions we have not read (council, national register). We have read one of the 12 conservation-area directions Epsom and Ewell lists, for Ewell Village, so check your own street (council).
