Fixed Fee Plans draws and submits planning applications in Hertsmere, Three Rivers and Welwyn Hatfield for £895, survey to submission. Each council below has its own page with its validation requirements, Article 4 directions and timescales, each sourced to the council.

What is different about planning in Hertfordshire?

Most of Three Rivers is Green Belt: the council's own Development Management Policies document put it at 77% of the district, a 2013 figure, and 546 hectares of the district lie in the Chilterns National Landscape (Development Management Policies LDD). The same document sets the extension criteria homeowners are measured against, and from 1 April 2026 the council charges £115 including VAT for householder pre-application advice (council). Hertsmere publishes no local validation list and points to the national requirements, with a Shenley Plan Code Compliance Checklist inside the Shenley Neighbourhood Plan area (council). In most of Welwyn Garden City, changes to a home or garden may need Estate Management Scheme consent, a separate application with its own checklist (council). Our Hertfordshire pages are Hertsmere, Three Rivers and Welwyn Hatfield. Other Hertfordshire councils have their own rules and are not covered yet. We cover more councils over time and add each one only when its local facts are sourced to the council itself, with no dates promised.

Costs, heritage and protected land in Hertfordshire

Three Rivers lists about 350 listed buildings and local lists for several parishes, and says it has 22 conservation areas (council heritage pages). Hertsmere says it has 15 conservation areas and Welwyn Hatfield lists 10 (Hertsmere, Welwyn Hatfield). Written householder pre-application advice, all including VAT: Three Rivers £115 including a site visit from 1 April 2026, Welwyn Hatfield £223 from 1 April 2026, and Hertsmere £230.40 on the April 2025 schedule the council still links (Three Rivers, Welwyn Hatfield, Hertsmere). A Hertsmere Article 4 direction on houses in multiple occupation in Potters Bar was confirmed on 12 August 2026 and applies from 6 May 2027 (council notice). Find out whether your home is listed, locally listed or in a conservation area before you design.
