How Much Do House Extension Plans Cost in Banstead?

What extension plans for a Banstead or Nork house cost, the drawings Reigate and Banstead's checklist adds for a semi (street scenes, a notice to the attached neighbour, trees next door), the Banstead conservation area, and how the council's Green Belt policy measures an extension without a fixed percentage.

House extension plans in Banstead cost £795 with us for the full planning drawing set and submission, or from £1,395 if you want the building regulations drawings and structural calculations too. Reigate and Banstead's householder fee of £548 is paid to the council on top. Banstead is the north of the borough: the village, Nork and the roads off the A217, with Banstead Downs and the heath as Green Belt round the edge. That mix decides which of the council's requirements your pack must meet.

What does the council's checklist add for a Banstead semi?

Across the borough, 29.6% of households live in a semi-detached house and 27.9% in a detached one (ONS Census 2021, TS044). For a semi, three items on Reigate and Banstead's householder validation checklist come up again and again (validation checklist):

  • A street scene at 1:100 or 1:200 wherever the ridge height changes, showing the outline and height of the houses either side, their windows and doors, and written dimensions for the gaps between buildings. A two-storey side extension or a raised roof on a Nork semi triggers it.
  • Certificate B and notice to the neighbour where the extension ties into the attached house, for example where a new roof joins across the party line. Many owners only meet this when the application is returned as invalid.
  • A block plan at 1:200 or 1:500 showing the trees on the site and next door, the extent and type of hard surfacing, and the type and height of boundary walls and fences.

The list also wants a CIL form with every householder application, and notice to Surrey County Council where a new dropped kerb joins the highway. The ownership certificate is part of the application forms we complete; the notice itself must reach the neighbour before the application goes in. Whether the CIL form needs more than the standard answers for a small extension we confirm at the quote stage.

Is my house in the Banstead conservation area?

If it is near the village centre, quite possibly. Banstead is one of 19 conservation areas the national register records for the borough (Planning Data). The council has been reviewing its conservation areas and proposing boundary changes, so we check the council's current map for your address rather than an old one; its own page says the draft appraisals may not show current boundaries (about conservation areas).

In a conservation area, side extensions and roof additions lose their permitted development rights. Reigate and Banstead goes further than many councils: it says Article 4 directions have been served on most of its conservation areas, controlling external changes to houses such as replacement windows. It does not publish which rights each direction removes, so for a Banstead conservation area address we confirm what the direction covers before the design is fixed. Trees there need six weeks' written notice to the council before any work.

Is Banstead a Residential Area of Special Character?

No. Policy DES3 of the 2019 Development Management Plan names 14 Residential Areas of Special Character, low-density roads of detached houses in spacious, leafy plots. None of them is in Banstead itself; the nearest are in Kingswood, Tadworth, Walton-on-the-Hill and Chipstead (Development Management Plan). A Banstead extension is judged on the general design policy and the council's householder guidance instead, which sets depths for single-storey rear extensions along a boundary and a 45-degree test for light. Our Reigate post sets those numbers out.

If your house is on one of the named roads over the borough line into Kingswood or Tadworth, DES3 adds tests on spacing, plot frontage and tree cover, and the design has to answer them.

How does the Green Belt work for a Banstead house?

Differently from the councils next door. Elmbridge supports Green Belt extensions up to a fixed 25% in volume; Reigate and Banstead's policy NHE5 has no percentage at all. It permits an extension where the house is lawful and permanent, the design respects the original form, and the extension, "in combination with any other additions", is not disproportionate to the original building, as built or as it stood on 1 July 1948 (Development Management Plan, NHE5). Disproportion is judged on four things: added footprint and floor area, massing and bulk, height, and how prominent the addition is.

Two consequences matter on the edge of Banstead, by the Downs or the heath:

  1. A low, tucked-away addition can go further than a tall one. Because prominence and height are weighed, a single-storey rear extension screened from view is easier to justify than a side wing of the same floor area.
  2. No hidden annexe. NHE5 refuses extensions that would create accommodation "readily capable of conversion into a separate dwelling". A ground-floor wing with its own kitchen, bathroom and front door will be read that way, whatever the intention.

The checklist asks for existing and proposed footprint, floorspace and volume in the Green Belt. We calculate all three from the survey and the planning history, so the officer can see the cumulative figure at once.

Step by step

Between July 2025 and June 2026 the council decided 438 of its 458 householder applications (excluding prior approvals) within eight weeks (MHCLG live table PS2). From 1 April 2026, written householder pre-application advice costs £114, or £171 with a meeting (pre-application charges). It is worth it for a Green Belt scheme, where NHE5 leaves room for judgement; for a conventional semi outside the conservation area, the guidance is usually clear enough to apply straight away.

Our Reigate and Banstead page sets out the council's rules in full, and the Surrey page covers its neighbours. Over the boundary, see two storey extension plans in Ewell and in Cheam. Our house extensions service explains each drawing.

Frequently asked questions

Do I need a street scene drawing for a single-storey rear extension in Banstead? Usually not. Reigate and Banstead asks for one where the ridge height changes, which is mainly two-storey and roof work.

My extension joins my neighbour's house. What extra form is needed? Certificate B, with notice served on the neighbour as an owner of the land the work touches. Without it the application is invalid.

Is there a percentage limit for Green Belt extensions in Banstead? No. Policy NHE5 judges footprint, floor area, bulk, height and prominence against the house as built or as it stood in 1948.

Can I replace my windows in the Banstead conservation area without permission? Possibly not. The council says Article 4 directions on most of its conservation areas control external changes such as replacement windows. We check the direction for your address.

Is the council fee included? No. The £548 householder fee is paid to Reigate and Banstead at submission, and the receipt is yours.

If the application goes through the Planning Portal, the Portal adds its own service charge: nothing, £99 or £149 including VAT, depending on the application type and complexity, paid to the Portal at submission and not normally refunded with a council fee (Ashford Borough Council, Planning Portal service charges, 11 September 2026). It is not ours and not the council's. Other submission routes exist; where your council accepts one without a charge, we can use it.
