Flood risk assessment in Tower Hamlets, from £375 fixed

Tower Hamlets asks for a flood risk assessment in Flood Zones 2 and 3 when the work is a new build, a basement or a ground floor extension. A loft or upper-floor extension is not on that list. Where one is needed, the council expects it to cover drainage design and a safe way in and out too.

What Tower Hamlets Council asks of a flood risk assessment

From the council's Local validation list: Flood Risk Assessment (FRA) (adopted current list, read 29 October 2026).

  • Tower Hamlets requires a flood risk assessment for all applications in Environment Agency Flood Zone 2 or 3 relating to new builds and basement or ground floor extensions. (source, checked 29 October 2026)
  • The assessment should identify and assess all forms of flooding to and from the development, show how they will be managed with climate change taken into account, and identify opportunities to reduce the probability and consequences of flooding. (source, checked 29 October 2026)
  • It should include the design of surface water management, including sustainable drainage systems, and address safe access to and from the development in areas at risk of flooding. (source, checked 29 October 2026)

What Tower Hamlets flood risk assessment drawings have to show

In Tower Hamlets the type of work decides the requirement as much as the flood zone. A ground floor or basement extension in Flood Zone 2 or 3 needs the assessment; a loft conversion or an upper-floor extension on the same house is not in the list, and we tell you so rather than sell you a report.

Where one is needed, it carries the drainage for the new roof and paving, and a route out of the house to dry ground, since the council asks for both inside the same document.

Tower Hamlets flood risk assessment questions

Does my loft conversion in Tower Hamlets need a flood risk assessment?
Not under the council's local validation list, which asks for one in Flood Zones 2 and 3 for new builds and basement or ground floor extensions. An upper-floor extension or loft conversion is not in that list. We confirm the flood zone and the type of work before quoting, and say plainly if you do not need one.
What does Tower Hamlets want a flood risk assessment to include?
An assessment of all forms of flooding to and from the development, how they will be managed with climate change, and opportunities to reduce the risk. It should also include the design of surface water management, including sustainable drainage, and safe access to and from the development where the area is at risk of flooding.
