Flood risk assessment in Lambeth, from £375 fixed

Lambeth's local list asks for a flood risk assessment with every proposal in Flood Zones 2 and 3, and in Flood Zone 1 wherever its own flood studies show surface water, groundwater or sewer flooding. Surface water risk can also bring a sequential test, so we check your address on both maps first.

What Lambeth Council asks of a flood risk assessment

From the council's Local Information Requirements (the Local List) 2024, item 34, under Local Plan Policy EN5 (adopted 2024 edition, published December 2025, read 29 October 2026).

  • A site-specific flood risk assessment must be submitted with all development proposals in Flood Zones 2, 3a and 3b, as a requirement of Policy EN5 of the Lambeth Local Plan 2021. (source, checked 29 October 2026)
  • In Flood Zone 1, one is needed for residential sites over 0.5 hectare or with 10 or more homes, sites under 1 hectare with a critical drainage problem, and other proposals with evidence of risk from surface run-off, groundwater or sewer flooding in the Lambeth SFRA or Local Flood Risk Management Strategy. (source, checked 29 October 2026)
  • Sequential testing is required for sites at high or medium risk of surface water flooding on the Environment Agency's maps, and for developments in Flood Zones 2, 3a and 3b, in line with Annex 5 of the Local Plan. (source, checked 29 October 2026)
  • The assessment should show how flood risk will be managed over the development's lifetime, with an allowance for climate change and regard to the vulnerability of its users. (source, checked 29 October 2026)

What Lambeth flood risk assessment drawings have to show

In Lambeth the question is often not the Thames at all but surface water, groundwater or sewer flooding recorded in the council's own flood studies, which can bring an assessment in Flood Zone 1. We check the flood zone and those studies for your address before we write a word.

The assessment then gives the flood level with climate change, the finished floor level and the measures for the extension, and it flags early where surface water risk means the council will expect a sequential test.

Answers

Lambeth flood risk assessment questions

When does Lambeth require a flood risk assessment?
For all development in Flood Zones 2, 3a and 3b, and in Flood Zone 1 for larger sites, sites with a critical drainage problem, and proposals with evidence of surface run-off, groundwater or sewer flooding in the Lambeth Strategic Flood Risk Assessment or Local Flood Risk Management Strategy. It is a requirement of Local Plan Policy EN5.
Will Lambeth ask for a sequential test on my extension?
The local list says sequential testing is required for sites at high or medium risk of surface water flooding on the Environment Agency's maps, and for developments in Flood Zones 2 and 3, in line with Annex 5 of the Local Plan. National guidance exempts minor development such as householder extensions; we confirm which applies.
