Flood risk assessment in Hammersmith and Fulham, from £375 fixed

Over 60% of Hammersmith and Fulham is in Flood Zones 2 and 3, and the council asks for a flood risk assessment there, in its surface water hotspots, and for basements where groundwater is high. It rejects assessments that look only at the Thames, so we cover breach, sewer and groundwater risk too.

What Hammersmith and Fulham Council asks of a flood risk assessment

From the council's Planning Guidance SPD, chapter 15, key principles FR1 to FR3 (guidance on Local Plan Policy CC3) (adopted February 2018).

  • The SPD says that over 60% of the borough's area and about 75% of its population are in the Environment Agency's Flood Zones 2 and 3, behind defences built to a 1 in 1000 year standard that could still be over-topped or breached. (source, checked 29 October 2026)
  • Key principle FR1 asks for a site-specific flood risk assessment for all proposals in Flood Zones 2 and 3, for new development in surface water flooding hotspots in the Surface Water Management Plan, and for new development with a subterranean element where the plan shows elevated groundwater. (source, checked 29 October 2026)
  • Flood risk assessments that consider the Thames but not other sources such as surface water, groundwater and sewers, or that leave out a breach of the defences, will be rejected as inadequate. (source, checked 29 October 2026)
  • For a house extension that would not significantly increase flood risk, the SPD says a less detailed assessment would generally be acceptable. (source, checked 29 October 2026)
  • The council has applied the sequential test and concluded that all parts of the borough are potentially suitable for development, so flood risk assessments there need not include one. (source, checked 29 October 2026)

What Hammersmith and Fulham flood risk assessment drawings have to show

In Hammersmith and Fulham the Thames is only one of the sources we check. The council's own Surface Water Management Plan hotspots, its groundwater map and the sewer flooding records come first for most houses, because the SPD says an assessment that looks at the river alone will be rejected.

Where the house sits behind the defences, the assessment also covers a breach and says how the occupants stay safe if one happens. For an ordinary extension we keep it proportionate, as the SPD allows, and mark the floor level and resilience measures on the drawings.

Hammersmith and Fulham flood risk assessment questions

Do I need a flood risk assessment for an extension in Hammersmith and Fulham?
Most likely. Over 60% of the borough is in Flood Zones 2 and 3, and key principle FR1 of the council's Planning Guidance SPD asks for an assessment for all proposals there, and in surface water hotspots. For an extension that does not significantly increase flood risk, the SPD accepts a less detailed assessment.
Why do Hammersmith and Fulham flood risk assessments get rejected?
Because they assess the Thames alone. The SPD says assessments that consider flood risk from the river but not other sources, such as surface water, groundwater and sewers, or that leave out a breach of the defences, will be rejected as inadequate. Ours cover every source on the council maps.
Does Hammersmith and Fulham need a sequential test?
No. The council has applied the sequential test itself and concluded that all parts of the borough are potentially suitable for development, so flood risk assessments need not include one. Some major schemes may still need to pass the exception test.
