Heritage statement in Westminster, from £565 fixed
Westminster's 2026 validation list asks for a heritage statement whenever a householder application affects a heritage asset or its setting, across its 56 conservation areas and beyond them for unlisted buildings of merit. It can sit inside the design and access statement, as a clearly separate section, and should be proportionate.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Westminster Council asks of a heritage statement
From the council's Local List of Validation Requirements 2026, item L25 (adopted 2026 edition).
- Westminster has 56 conservation areas, designated for their special architectural and historic interest, and within them permission is needed for demolition and for some alterations that would not need it elsewhere. (source, checked 25 October 2026)
- Item L25 of the council's validation list requires a heritage statement for householder and full applications where the proposal affects heritage assets or their settings, and says it should be proportionate to the nature of the proposal. (source, checked 25 October 2026)
- The list counts as heritage assets the World Heritage Site, scheduled monuments, listed buildings, conservation areas and registered parks and gardens, and says a statement may be required for non-designated assets such as unlisted buildings of merit outside conservation areas. (source, checked 25 October 2026)
- The heritage statement can sit within the design and access statement, but as a clearly identified separate section; where development could affect the Outstanding Universal Value of the Westminster World Heritage Site, a separate heritage impact assessment is needed. (source, checked 25 October 2026)
What Westminster heritage statement drawings have to show
A Westminster statement opens by naming the assets the work touches: the conservation area and its appraisal, any listed building on or next to the site, and, because the council's list reaches beyond designation, any unlisted building of merit. Each is described for what makes it significant, then the proposal is described against it, with the drawings cross-referenced by number.
Where we are also preparing the design and access statement, the heritage section sits inside it under its own heading, as item L25 allows. Proposals for retrofit, such as secondary glazing or insulation, cross-refer to the sustainable design statement. If the site is near the Palace of Westminster and Westminster Abbey, we flag early whether a separate World Heritage impact assessment is needed.
