Flat conversion drawings in Waltham Forest, from £1,095 fixed

Waltham Forest's Policy 20 allows a house to be split into flats only above 124 square metres of original floor area, and only if one flat is a 74 square metre family home of three bedrooms. It also asks for PTAL 3 or above and no extra parking. We test all of that before we draw.

What Waltham Forest Council asks of a flat conversion

From the council's Local Plan Part 1, Policy 20 (Housing in Multiple Occupation and Conversions) (adopted adopted 29 February 2024).

  • Local Plan Part 1 was adopted on 29 February 2024 and replaces, in whole, the Core Strategy, the 2013 Development Management Policies Document and the area action plans, so its Policy 20 is now the conversion test. (source, checked 25 October 2026)
  • Policy 20 says the conversion of a larger home to smaller self-contained homes will not be allowed where the house has a gross original internal floor space of less than 124 square metres, or where it would over-concentrate conversions in one street or the wider area. (source, checked 25 October 2026)
  • A conversion of a home over 124 square metres is permitted only if it provides at least one larger family-sized home of 74 square metres (3 bed plus), and meets the minimum internal space standards in the plan's Table 14.2. (source, checked 25 October 2026)
  • Policy 20 also requires high-quality design and amenity, no additional on-site parking beyond existing provision unless a Transport Assessment justifies it, adequate cycle parking, a location close to public transport (PTAL 3 and above), good refuse and storage facilities, and appropriate outdoor or amenity space. (source, checked 25 October 2026)
  • The plan says the council will assess over-concentration by looking at conversions already carried out or granted in the street, and the impact on street cleaning, rubbish collection, parking, noise and nuisance, with residents' concerns gathered through consultation. (source, checked 25 October 2026)

What Waltham Forest flat conversion drawings have to show

A Waltham Forest flat conversion is decided on two numbers before any drawing starts: the gross original internal floor area against the 124 square metre line, and the family-sized home that Policy 20 requires, 74 square metres and three bedrooms. We measure the house and sketch where that family unit goes, and tell you if it will not fit.

The set then shows each flat against the space standards, the cycle store, the bins, the amenity space and the parking left exactly as it is. We note the PTAL of the address because Policy 20 asks for 3 or above, and we list the nearby conversions on the street, because the council weighs how many have been done already.

Waltham Forest flat conversion questions

Can I convert my house into flats in Waltham Forest?
Only if the house has at least 124 square metres of gross original internal floor space and the conversion would not over-concentrate conversions in the street. Under Policy 20 of the Local Plan Part 1 it must also include a family-sized home of at least 74 square metres with three or more bedrooms, and meet the minimum space standards.
Does a Waltham Forest flat conversion need a family-sized flat?
Yes. Policy 20 says a conversion of a home over 124 square metres will only be permitted if it provides at least one larger family-sized home of 74 square metres, three bedrooms or more. The other flats must still meet the plan's minimum internal space standards, so we plan the family unit first.
Can I add parking when converting a house in Waltham Forest?
Not as a rule. Policy 20 says a conversion should not propose additional on-site parking beyond the existing provision unless a Transport Assessment justifies it. It also expects adequate cycle parking, refuse storage, amenity space and a location close to public transport, at PTAL 3 or above.
