Heritage statement in Southwark, from £565 fixed

Southwark asks for a heritage statement with a householder application to a listed building, and a design and access statement in or beside a conservation area. Its 2025 Householder SPD bans uPVC in every conservation area, even at the rear, so our drawings specify timber and the window details to match.

What Southwark Council asks of a heritage statement

From the council's Planning checklists: householder application (adopted current checklist, read 25 October 2026).

  • Southwark's householder checklist asks for a heritage statement where the home is a listed building, and for a design and access statement where it is in a conservation area or, possibly, where works are on the border of one. (source, checked 25 October 2026)
  • The same checklist asks for an archaeological desk-based assessment where proposed groundworks fall within an archaeological priority area, shown on the conservation layer of Southwark Maps. (source, checked 25 October 2026)
  • The 2025 Householder SPD says uPVC will not be permitted in any of Southwark's conservation areas, even to the rear of a property, nor in listed buildings, and generally requires traditional materials such as timber. (source, checked 25 October 2026)
  • The SPD says metal windows or doors may be permitted in certain areas, generally only to the rear or non-public elevations, that windows are generally expected to be off-white, and that features such as the depth of reveal should be retained. (source, checked 25 October 2026)

What Southwark heritage statement drawings have to show

In Southwark the paperwork depends on what the house is. A listed house needs a heritage statement; an unlisted house in a conservation area needs a design and access statement, which we write with a clearly marked heritage section drawing on the area's appraisal, since the SPD recommends reading the appraisal before planning works.

Materials do much of the arguing. The 2025 SPD rules out uPVC anywhere in a conservation area, front or back, and expects painted timber windows in off-white with their reveals kept. Our drawings specify those materials and the window details, and where groundworks fall in an archaeological priority area we flag the desk-based assessment before the application goes in.

Answers

Southwark heritage statement questions

Do I need a heritage statement for a Southwark conservation area?
For an unlisted house, Southwark's householder checklist asks for a design and access statement rather than a separate heritage statement; for a listed building, it asks for a heritage statement. Either way the document has to show how the work fits the conservation area appraisal, so we write the heritage section in full.
Can I fit uPVC windows in a Southwark conservation area?
No. Southwark's 2025 Householder SPD says uPVC will not be permitted in any of its conservation areas, even to the rear of a property, or in listed buildings. Painted timber is generally expected, with off-white windows; metal may be accepted in some areas, usually only at the rear.
When does Southwark need an archaeological assessment?
Where proposed groundworks, such as foundations for an extension or a basement, fall within an archaeological priority area. Southwark's checklist asks you to check Southwark Maps with the conservation layer turned on. If the address is inside one, a desk-based assessment goes with the application.
