What Richmond upon Thames Council asks of a householder planning application

From the council's Local Validation Checklist for all applications (adopted 19 February 2026).

  • Richmond requires a block plan at 1:100, 1:200 or 1:500 showing existing and proposed buildings, adjoining buildings, trees, hard surfacing and boundary treatments, with floor plans and elevations at 1:50 or 1:100 and site sections and levels at the same scales. (source, checked 25 October 2026)
  • Roof plans must include plant, lift overruns and green roofs where applicable, and demolition plans must show the parts of the building to be fully or partially removed, with photographs encouraged, especially for historic buildings. (source, checked 25 October 2026)
  • For listed buildings, buildings of townscape merit and conservation areas, detailed plans at a scale not less than 1:20 must show new doors, windows, shop fronts, panelling, fireplaces, plaster mouldings and other decorative features. (source, checked 25 October 2026)
  • All plans must show key metric dimensions, carry drawing titles, numbers and a full drawing list, and revisions must keep the same drawing numbers with updated title blocks (Rev. A to Rev. B) and a note explaining the change. Refuse and recycling storage must be clearly shown. (source, checked 25 October 2026)
  • Where landscaping is proposed above a basement under a garden, including on householder applications, a cross-section must demonstrate at least 1 metre of naturally draining permeable soil and a drainage layer of at least 200mm. (source, checked 25 October 2026)

What Richmond upon Thames householder planning application drawings have to show

Richmond's checklist has habits of its own. Revisions keep the same drawing number with the revision letter stepped up and a note of what changed, so we run a drawing list and revision log from the first issue. Demolition is shown on its own plan with photographs, and the block plan carries the trees, hard surfacing and boundary treatments.

On a listed house, a house of townscape merit or anything in a conservation area, new doors, windows and joinery are drawn at 1:20 or larger, with the mouldings shown. If a basement sits under the garden, the cross-section states the soil depth and drainage layer the council asks for. Refuse and recycling storage is drawn on the plan, not described in a letter.

Answers

Richmond upon Thames householder planning application questions

What drawing scales does Richmond ask for?
Richmond asks for the location plan at 1:1250 or 1:2500, the block plan at 1:100, 1:200 or 1:500, and floor plans, elevations, site sections and levels at 1:50 or 1:100. In conservation areas and for listed buildings, details of new doors, windows and features must be at a scale not less than 1:20.
How does Richmond want revised planning drawings numbered?
The checklist says revised drawings should keep the same drawing numbers with updated title blocks, such as Rev. A to Rev. B, plus a revision note explaining the changes, and that every set includes a full drawing list. We keep a revision log so officers can see exactly what moved between versions.
Does a garden basement in Richmond need a soil depth shown on the drawings?
Yes. Where landscaping is proposed above a basement beneath a garden, including a householder application, the cross-section must show at least 1 metre of naturally draining permeable soil and a drainage layer of at least 200mm. Our basement sections carry both figures as dimensions.
