HMO drawings in Merton, from £945 fixed
Merton has needed planning permission for a small HMO in its seven eastern wards since 17 November 2022, and in the other 13, from Wimbledon to Raynes Park, since 24 March 2026. A conversion that needed no application in early 2026 now does, so we check when your HMO use began.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Merton Council asks of a HMO conversion
From the council's Article 4 directions for small houses in multiple occupation (adopted 17 November 2022 (seven wards) and 24 March 2026 (remaining 13 wards)).
- Merton's first immediate Article 4 direction, dated 17 November 2022 and confirmed on 19 April 2023, removed the right to convert a home (C3) to a small HMO (C4) in Colliers Wood, Cricket Green, Figge's Marsh, Graveney, Lavender Fields, Longthornton and Pollards Hill. (source, checked 25 October 2026)
- A second immediate direction dated 24 March 2026 covers the remaining 13 wards, including Abbey, Merton Park, Raynes Park, Wimbledon Park, Wimbledon Town and Dundonald and Village, so conversion of a home to an HMO of any size anywhere in Merton needs planning permission. (source, checked 25 October 2026)
- The council invited comments on the second direction until 19 June 2026, and says certain properties that are not HMOs under the Housing Act 2004 are exempt, listed on its HMO exemption list. (source, checked 25 October 2026)
- The council also requires HMOs to be licensed, which it says is separate from planning permission. (source, checked 25 October 2026)
What Merton HMO conversion drawings have to show
Until 24 March 2026 a house in Wimbledon, Raynes Park or Merton Park could become a small HMO without an application; since then it cannot. So the first thing we check for a Merton scheme is when the HMO use began. If it started before the direction reached your ward, the question is evidence of the date; if not, the drawings are for a planning application.
For the application, the plans show the existing family house and the proposed layout: each bedroom's floor area and occupancy, the shared kitchen and bathrooms, and refuse and cycle storage. Before drawing, we check the council's exemption list, since some types of property are not HMOs under the Housing Act 2004 and fall outside the direction.
