Flat conversion drawings in Merton, from £1,095 fixed
Merton's Local Plan, adopted on 20 November 2024, requires a family-sized home of three or more bedrooms to be re-provided whenever a house is converted into smaller homes, and warns that some houses are simply too small. We test the layout first, then draw the full set.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Merton Council asks of a flat conversion
From the council's Merton Local Plan 2024, Policy H11.1 and paragraphs 11.1.28 to 11.1.31 (adopted 20 November 2024).
- Strategic Policy H11.1(c) of the Merton Local Plan, adopted on 20 November 2024, says the council will incorporate the re-provision of at least one family sized home where the loss of an existing family sized home is proposed. (source, checked 25 October 2026)
- Paragraph 11.1.29 says applications to convert existing family sized homes into two or more smaller homes must include the re-provision of at least one family sized home, defined as having three or more bedrooms. (source, checked 25 October 2026)
- The plan's reasoning is that in 2018/19 only 20 per cent of new housing was three bedrooms or more, against 11 per cent studios, 33 per cent one bedroom and 33 per cent two bedrooms, so Merton wants to retain its existing stock of family sized homes. (source, checked 25 October 2026)
- Paragraph 11.1.31 says some single properties are too small to convert, because two or more homes with adequately sized rooms and enough internal circulation space cannot be provided, and all conversions must comply with the most appropriate minimum space standards. (source, checked 25 October 2026)
What Merton flat conversion drawings have to show
Merton's test comes before any layout: can a three-bedroom home stay in the building, and can the other flats still meet the space standards? We draw a feasibility plan first, with the family unit placed on the ground floor with garden access where the house allows, and the smaller flats fitted around the staircase and circulation. If no layout works, we tell you before the full set is drawn.
Where a layout does work, the plans label each flat by bedroom count and persons, and mark the floor area against the space standard so the officer can see it without a calculation. We also show the bin and cycle stores and the separate entrances, so the officer can judge the living environment.
