Heritage statement in Lewisham, from £565 fixed

Lewisham asks for a heritage statement on listed buildings, locally listed buildings and unlisted buildings in conservation areas, in four parts: the asset, its significance, the design and its impact. We write it to those headings, with photographs, so the application is not refused at validation.

What Lewisham Council asks of a heritage statement

From the council's Heritage Statement: information requirements for applications affecting conservation areas and locally listed buildings (adopted 15 February 2011 guidance; 2022 minor applications validation checklist).

  • Lewisham's guidance says a heritage statement is required for all applications affecting listed buildings, unlisted buildings in conservation areas or locally listed buildings, including applications affecting the setting of any of them. (source, checked 25 October 2026)
  • The guidance says most statements have four parts: a description of the heritage asset and its setting, an assessment of significance, an explanation of the design concept, and a description of the impact, and that scope varies from replacing a front door to demolition and new build in a conservation area. (source, checked 25 October 2026)
  • For most conservation area applications, including householder extensions and alterations, a design and access statement is needed and the heritage statement can be included in its explanation of the design approach. (source, checked 25 October 2026)
  • The 2022 minor applications checklist asks for a standalone, clearly titled section when the heritage statement sits in a design and access statement, a full schedule of works for major listed building work, and says an application whose heritage impact cannot be understood will not be validated. (source, checked 25 October 2026)
  • Lewisham says flats and subdivided houses in conservation areas do not have permitted development rights, so changes to the exterior such as a satellite dish or replacing windows or doors need planning permission. (source, checked 25 October 2026)

What Lewisham heritage statement drawings have to show

Lewisham's four headings are the shape we use. The first section places the house in its conservation area and street, with age, materials and window type. The second says what makes it special, such as being one of a group by the same builder. The third explains the design and materials, and the fourth says what changes and whether it is visible from the street, in plain terms an officer can check against the drawings.

Because Lewisham will not validate an application whose heritage impact cannot be understood, we put photographs of the elevations affected beside the proposed drawings and name the appraisal we relied on. In a conservation area with a design and access statement, the heritage statement is a clearly titled standalone section inside it. For a flat, we check the permitted development position first, as there are none.

Lewisham heritage statement questions

Do I need a heritage statement for a house extension in a Lewisham conservation area?
Yes. Lewisham says a heritage statement is required for all applications affecting unlisted buildings in conservation areas, listed buildings and locally listed buildings. For most householder applications in a conservation area it can sit inside the design and access statement as a clearly titled section.
What should a Lewisham heritage statement contain?
The council's guidance names four parts: a description of the building and its setting, an assessment of its significance, an explanation of the design concept, and the impact of the proposal, including whether it is visible from public viewpoints and whether original features are lost. Sources and expertise consulted should be stated.
Can Lewisham refuse to validate my application without a heritage statement?
Its 2022 validation checklist says applications where the impact on the significance of heritage assets cannot be adequately understood from the application and supporting documents will not be validated. A clear, photographed statement avoids that delay at the start of the process.
