HMO drawings in Hounslow, from £945 fixed
Hounslow has needed planning permission to turn a house into a small HMO across the borough since 4 September 2023, outside open land, industrial areas and a few business parks. From 11 December 2025 its fourth additional licensing scheme covers every HMO with three or more people from two or more households.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Hounslow Council asks of a HMO conversion
From the council's A4D.2 Dwellinghouses (C3) to small HMOs (C4), borough-wide Article 4 Direction (adopted 8 August 2023 (confirmed), in force 4 September 2023).
- Hounslow gave notice of a non-immediate direction (A4D.2) on 6 July 2022, confirmed it on 8 August 2023, and it came into force on 4 September 2023, removing the right to change a house (C3) into a small HMO (C4). (source, checked 25 October 2026)
- A4D.2 covers the entire borough except open land, industrial areas, Chiswick Business Park, Bedfont Lakes Business Park and the Mogden Sewage Works. (source, checked 25 October 2026)
- The council's Additional Licensing of Houses in Multiple Occupation Scheme (4) 2025, designated on 11 September 2025 for the whole borough, came into force on 11 December 2025 and runs to 10 December 2030. (source, checked 25 October 2026)
- It applies to every HMO occupied by three or more persons in two or more households, and to certain section 257 converted buildings where the building and all its flats are in the same ownership or control. (source, checked 25 October 2026)
What Hounslow HMO conversion drawings have to show
Hounslow's direction reaches every residential street, so the starting point for a house-to-HMO change is a planning application with existing and proposed floor plans. We mark each bedroom's floor area and intended occupancy, the shared kitchen and bathrooms, the bin and cycle stores, and the escape route from every bedroom to the front door.
Because the 2025 additional licensing scheme now covers every shared house of three or more people from two households, the planning drawings and the licence application describe the same building. We keep one set of room numbers and areas across both, so the licensing officer can match the house they inspect to the layout the planning officer considered.
