HMO drawings in Havering, from £945 fixed

Havering has controlled HMO conversions since 13 July 2016 with two directions. In Brooklands, Romford Town, Heaton and Gooshays every home needs permission; elsewhere only flats, terraced and semi-detached houses do. A detached house outside those four wards keeps its permitted development right, so we check the house type first.

What Havering Council asks of a HMO conversion

From the council's Article 4 Directions: Houses in Multiple Occupation (adopted 3 November 2015 (confirmed), in force 13 July 2016).

  • Direction Notice 1 removes the right to change any dwelling into an HMO in Brooklands, Romford Town, Heaton and Gooshays wards; it was confirmed on 3 November 2015 and came into force on 13 July 2016. (source, checked 25 October 2026)
  • Direction Notice 2 covers the rest of the borough but only flats, terraced houses and semi-detached houses, so changing one of those into an HMO needs planning permission there. (source, checked 25 October 2026)
  • Because both directions were drawn on the ward boundaries in force in 2015 and Havering changed its ward boundaries in May 2022, the council has published a clarification statement on the areas the directions cover. (source, checked 25 October 2026)

What Havering HMO conversion drawings have to show

In Havering the house type decides the route. Outside Brooklands, Romford Town, Heaton and Gooshays, Direction Notice 2 covers flats, terraces and semi-detached houses but not detached houses, so a detached house there can still become a small HMO without a planning application. We check the house type and the clarification statement on the 2015 ward boundaries first.

Where permission is needed, the drawings show the existing house and the proposed HMO layout: each bedroom with its area and occupancy, the shared kitchen and bathrooms, bins and cycles. Where it is not, we can prepare a lawful development certificate application instead, so the council confirms in writing that the change is permitted.

Havering HMO conversion questions

Can I turn a detached house into an HMO in Havering without permission?
Outside Brooklands, Romford Town, Heaton and Gooshays wards, usually yes. Havering's Direction Notice 2 covers flats, terraced and semi-detached houses only, so a detached house there keeps the permitted development right for a small HMO. A lawful development certificate confirms it in writing. Inside those four wards, every home needs permission.
Which Havering wards need planning permission for every HMO?
Brooklands, Romford Town, Heaton and Gooshays, under Direction Notice 1, in force since 13 July 2016. The wards were redrawn in May 2022, so the council has published a clarification statement on how the 2015 boundaries apply now. We check your address against it before advising on the route.
What drawings does a Havering HMO application need?
Existing and proposed floor plans showing the family house as it is and the HMO layout proposed: each bedroom's area and occupancy, the shared kitchen, bathrooms and living space, and the bin and cycle storage. Where no application is needed, we draw the same plans for a lawful development certificate instead.
