What Harrow Council asks of a flat conversion

From the council's Harrow Local Plan 2021-2041, Policy HO2 (Conversion and Redevelopment of Dwellings) (adopted adopted by Full Council on 24 March 2026).

  • The Harrow Local Plan 2021 to 2041 was adopted by Full Council on 24 March 2026, carries full legal weight and replaces the Local Plan adopted in 2012 and 2013. (source, checked 25 October 2026)
  • Policy HO2 grants permission to convert a family-sized home into smaller self-contained units only where the existing dwelling exceeds 130 square metres as originally built, or could be accepted to be extended to that size, when two or more units are proposed. (source, checked 25 October 2026)
  • The conversion must provide at least one family-sized home of at least 74 square metres gross internal area capable of providing a 3 bedroom, 4 person dwelling on the ground floor, or if that is not possible on the upper floors, with access to a dedicated rear garden, and the site must be within PTAL 3 to 6. (source, checked 25 October 2026)
  • Schemes must meet the London Plan minimum space standards, have a ground-floor flat well designed for older and disabled residents, be dual aspect with satisfactory privacy, daylight and outlook, and subdivide amenity space so each unit has private space. (source, checked 25 October 2026)
  • Policy HO2 asks for a single front door where possible, more soft landscaping on the forecourt, parking in line with Policy M2, well designed cycle storage that avoids clutter on the frontage, and refuse storage that does not harm the street. (source, checked 25 October 2026)
  • The supporting text says 'as originally built' means before extensions, that extensions made before 1948 count, and that lofts and cellars not originally habitable are excluded from the area; over-intensive conversions are to be refused, and the same criteria apply to demolishing a home to build two. (source, checked 25 October 2026)

What Harrow flat conversion drawings have to show

A Harrow flat conversion starts with the sum in Policy HO2: the area as originally built against 130 square metres, counting pre-1948 extensions but not the loft or cellar. If the house is short, we test whether an extension in line with the Residential Design Guide could bring it over. Then we draw where the 74 square metre three-bed flat sits, on the ground floor with the rear garden where we can.

The set is drawn to the policy's list: each flat against the London Plan space standards, dual aspect shown on the plans, the garden divided so every flat has a private space, one front door, bin and cycle stores kept off the frontage, and the forecourt re-planted. We state the address's PTAL on the drawings because the policy needs 3 to 6.

Harrow flat conversion questions

Can I convert my house into flats in Harrow?
Under Policy HO2 of the Harrow Local Plan, adopted on 24 March 2026, only if the house exceeds 130 square metres as originally built, or could be extended to that size, and the site is in PTAL 3 to 6. One flat must be a family-sized home of at least 74 square metres, with three bedrooms and rear garden access.
What counts as originally built floor area in Harrow?
The area of the property before any extensions. Harrow's supporting text says extensions made before 1948 can be included, while lofts and cellars that were not originally habitable are not. This is the area compared with the 130 square metre threshold, so we measure the house to that definition before we draw.
Where must the family flat go in a Harrow conversion?
Policy HO2 says the family-sized home of at least 74 square metres should be capable of three bedrooms and four people, on the ground floor with access to a dedicated rear garden, or on the upper floors if the ground floor is not possible. The policy also asks that the ground-floor flat suits older and disabled people.
