HMO drawings in Haringey, from £945 fixed
Haringey policy DM17 allows a house to become an HMO only where its original internal floorspace is more than 120 square metres. In 14 wards, mostly in the east of the borough, a small HMO has needed planning permission since 30 November 2013. We measure the original house before anything else.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Haringey Council asks of a HMO conversion
From the council's Development Management DPD Policy DM17 (council HMO guidance page) (adopted current page, read 25 October 2026).
- Haringey's Article 4 direction, in force since 30 November 2013, removes the right to change a house (C3) to a small HMO (C4) in 14 wards: Bounds Green, Bruce Castle, Harringay, Hermitage and Gardens, Northumberland Park, Noel Park, St Ann's, Seven Sisters, South Tottenham, Tottenham Central, Tottenham Hale, West Green, White Hart Lane and Woodside. (source, checked 25 October 2026)
- Policy DM17 permits the conversion of larger homes to HMOs only where the gross original internal floor space of the dwelling is greater than 120 square metres. (source, checked 25 October 2026)
- An HMO must also avoid a negative impact on the neighbourhood, including the cumulative impact of too many HMOs, be in a location accessible by public transport, cycling and walking, and meet internal space standards and amenity policies. (source, checked 25 October 2026)
- The council asks for adequate refuse storage and collection space in line with appendix A3 of its Sustainable Design and Construction SPD. (source, checked 25 October 2026)
What Haringey HMO conversion drawings have to show
The 120 square metre threshold decides most Haringey HMO schemes, and it is measured on the original house. Our first drawing is the original building, floor by floor, with its gross internal area and anything added later shown separately, so you know before you commission a layout whether the house is large enough under policy DM17.
If it is, the proposed plans show each room against the space standards and a refuse store sized to the SPD's appendix A3. Inside the 14 Article 4 wards, which run from Bounds Green and Woodside to Tottenham Hale and Seven Sisters, a small HMO needs a planning application; outside them, policy DM17 still applies to any HMO that does need permission.
