What Haringey Council asks of a building regulations application

From the council's Building control: key notification stages for inspection; works where approval is required (adopted current council pages, read 25 October 2026).

  • Haringey says inspections need to take place while items are still completely visible, so work should not be covered over before the inspector has seen it. (source, checked 25 October 2026)
  • For a loft conversion Haringey lists five stages: commencement, steel beams in the loft area, floor, wall and roof timbers and insulation, drainage connections if any, and inspection at completion. (source, checked 25 October 2026)
  • For an extension Haringey lists eight stages, from the foundation excavation and oversite through walls, damp proof course and drains, to the damp-proof membrane and insulation, roof and floor structure, drain tests and completion. (source, checked 25 October 2026)
  • At completion of a loft conversion the items usually inspected include fire doors and closers, smoke detectors and fire alarms, fire resistance measures, stairs, handrails, room ventilation, headroom, means of escape and layout, and installer certificates. (source, checked 25 October 2026)
  • For a flat conversion Haringey lists five stages starting with commencement and inspection of sound insulation, then drainage and ventilation to bathrooms and kitchens, thermal insulation and upgraded windows, and completion with smoke alarms, fire doors, means of escape, emergency lighting and sound test, SAP and EPC certificates. (source, checked 25 October 2026)
  • Haringey says converting a loft needs approval because it affects the means of escape and the structure, and converting a house into flats is a defined material change of use needing approval even where no construction is intended. (source, checked 25 October 2026)

What Haringey building regulations application drawings have to show

A Haringey set is built around the council's own inspection stages. The structural drawing shows the steel beam positions so the stage 2 loft inspection can be booked before the beams are boxed in. The sections show the timber sizes and insulation build-ups the inspector sees at stage 3, and the drainage layout shows connections and drain tests.

For a loft the stair, headroom, escape route and fire door positions are drawn on the plans because those are the items Haringey says it checks at completion. For a flat conversion we add the sound insulation details for party floors and walls first, since that is the council's second stage, and note the SAP and sound test certificates it asks for.

Haringey building regulations application questions

How many Haringey building control inspections does a loft conversion get?
Haringey lists five stages: commencement, steel beams in the loft, floor, wall and roof timbers and insulation, drainage connections if any, and completion. Some stages can be combined, for example commencement with the beams and the timbers with the beams if feasible. Work must be left visible until each inspection has taken place.
What does Haringey inspect at the end of a loft conversion?
The items usually inspected at completion include fire doors and closers, smoke detectors and fire alarms, fire resistance measures, stairs and handrails, room ventilation, headroom, means of escape and layout, and installer certificates where they apply. We put each of these on the drawings so the builder fits them as drawn.
Does converting a house into flats need Haringey building regulations approval?
Yes. Haringey says converting a house into flats is a defined material change of use under the building regulations, so approval is needed even where no building work is intended. Its inspection stages for flat conversions begin with sound insulation, then drainage, ventilation and thermal insulation, and completion.
