HMO drawings in Greenwich, from £945 fixed

Royal Greenwich has required planning permission for every house-to-HMO conversion since 27 September 2018, and every HMO in the borough needs a licence. Its standards set a 9 square metre minimum for a single bedroom where the kitchen is separate, so our plans give each room its counted floor area.

What Greenwich Council asks of a HMO conversion

From the council's Residential to HMO Article 4 direction (adopted 27 September 2018 (in force)).

  • Royal Greenwich made a non-immediate Article 4 direction in September 2017 removing the house-to-HMO right across the whole borough; it came into force on 27 September 2018, so converting a house into an HMO needs planning permission. (source, checked 25 October 2026)
  • The council runs mandatory licensing for HMOs of five or more people and additional licensing for three or four people from two or more households, borough-wide, which means every HMO in Royal Greenwich must be licensed. (source, checked 25 October 2026)
  • The Royal Borough's HMO standards (updated April 2019) set minimum bedroom sizes, where the kitchen is in a separate room, of 9 square metres for one person over ten and 12 square metres for a couple, and say no room may be occupied by more than two people. (source, checked 25 October 2026)
  • The standards expect a ceiling height of 2.1 metres over at least half of each room, discount floor area under 1.5 metres, and say no room under 4.64 square metres can be used for sleeping. (source, checked 25 October 2026)

What Greenwich HMO conversion drawings have to show

Greenwich measures a room net of its obstructions: the standards discount bathrooms, corridors and chimney breasts as well as floor under 1.5 metres of headroom. Our floor plans therefore give each bedroom its counted area, not the area inside its walls, and mark the room against the 9 or 12 square metre figure for the way it will be let.

Because every HMO in the borough needs a licence and every conversion needs planning permission, one survey serves both. The planning set shows the existing house and the proposed rooms; the same drawings, with the kitchen, bathrooms and escape route marked, go with the licence application, which the council's standards say is no substitute for planning or building regulations approval.

Greenwich HMO conversion questions

Do I need planning permission for an HMO in Greenwich?
Yes. Royal Greenwich's Article 4 direction came into force on 27 September 2018 across the whole borough. It removes the permitted development right to turn a house into a small HMO, so any conversion for three or more unrelated people needs a planning application with existing and proposed drawings.
What size must an HMO bedroom be in Greenwich?
The Royal Borough's HMO standards, updated April 2019, set 9 square metres for one person over ten and 12 square metres for a couple, where the kitchen is a separate room. Rooms with their own kitchen facilities need more. No room under 4.64 square metres may be used for sleeping.
Does every HMO in Greenwich need a licence?
Yes. The council runs mandatory licensing for five or more people and additional licensing for three or four people from two or more households, across the borough, so all HMOs must be licensed. Letting without a licence is an offence, and planning permission is a separate decision.
