Heritage statement in Greenwich, from £565 fixed
Greenwich's 2025 validation list asks for a Heritage Impact Assessment in the Maritime World Heritage Site, in conservation areas, for listed and locally listed buildings and in archaeological areas, with proof that the Historic Environment Record was consulted. We write it to that list, grading each impact the way the council does.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Greenwich Council asks of a heritage statement
From the council's Local Validation Requirements List 2025, Heritage Impact Assessment (adopted 2025).
- Greenwich's 2025 validation list requires a Heritage Impact Assessment for all applications involving designated heritage assets (the Maritime Greenwich World Heritage Site, conservation areas, listed buildings, scheduled monuments, registered parks and gardens), non-designated ones such as locally listed buildings, and sites in Areas of High Archaeological Potential. (source, checked 25 October 2026)
- It also applies where a site is not itself a heritage asset but could affect the setting of a designated one, and the council's example is a new house next to a listed building. (source, checked 25 October 2026)
- The minimum is a description of the significance of the assets affected and the contribution of their setting, an assessment of the impact, an explanation of how the proposal preserves and enhances the asset, and evidence of consultation with the Greater London Historic Environment Record. (source, checked 25 October 2026)
- Greenwich says harm needs clear and convincing justification, and impact can be explained as high, moderate, minor or neutral on a beneficial or adverse basis. An assessment inside a design and access statement must be clearly titled, and photographs help for conservation areas and listed buildings. (source, checked 25 October 2026)
- Where there are major works or several alterations to a listed building, including repairs, a full schedule of works with a method statement explaining the principles must accompany the assessment, and an application whose heritage impact cannot be understood will not be validated. (source, checked 25 October 2026)
What Greenwich heritage statement drawings have to show
In Greenwich the first question is often whether the house is in or beside the World Heritage Site. We check that against the council's map, then write the assessment around the four minimum parts, with a Historic Environment Record search attached as evidence, because the council asks for proof the record was consulted.
We grade the impact the way the council describes, using high, moderate, minor or neutral and beneficial or adverse for each part of the scheme, and set out the justification for any harm in plain words. For work on a listed house the assessment carries the schedule of works and method statement, and the photographs show the elevations before any change is described.
