HMO drawings in Enfield, from £945 fixed

Enfield has needed planning permission for small HMOs across the borough since 23 October 2013, and policy DMD 5 caps conversions at 20% of the properties along a road and one in any five in a row. We count existing conversions on your street before drawing anything.

What Enfield Council asks of a HMO conversion

From the council's Development Management Document (November 2014), Policy DMD 5 Residential Conversions (adopted November 2014).

  • Enfield's Planning Committee confirmed a non-immediate Article 4 direction covering the whole borough, in force from 23 October 2013, so a change from a house to a small HMO needs planning permission. (source, checked 25 October 2026)
  • Policy DMD 5 permits a conversion to an HMO only if the number of conversions does not exceed 20% of all properties along any road and only 1 out of a consecutive row of 5 units is converted. (source, checked 25 October 2026)
  • The same policy requires accommodation that meets London Plan internal floor space standards, no unacceptable noise and disturbance for occupiers and neighbours, and parking and refuse storage that do not harm the street scene. (source, checked 25 October 2026)
  • A borough-wide additional HMO licensing scheme started on 1 September 2025 for properties occupied by 3 or 4 people forming more than 1 household who share amenities such as a kitchen or bathroom. (source, checked 25 October 2026)

What Enfield HMO conversion drawings have to show

In Enfield the street is counted before the house is drawn. Policy DMD 5 allows no more than one in five conversions along a road and only one in any five consecutive houses, so we check the planning register for existing flat and HMO conversions on both sides of your road and next door, and tell you if the count already rules the scheme out.

If the count allows it, the proposed plans show each room against the London Plan floor space standards, the shared kitchen and bathrooms, and parking and refuse storage placed so they do not dominate the front garden, which DMD 5 asks about directly. The same drawings then serve the additional licence that Enfield has required since September 2025.

Enfield HMO conversion questions

How many HMOs are allowed on one street in Enfield?
Policy DMD 5 says conversions to flats and HMOs must not exceed 20% of all properties along any road, and only one out of a consecutive row of five may be converted. We check the existing conversions on your road before any design work, because a full street ends the Enfield scheme however good the layout.
Do I need planning permission for a small HMO in Enfield?
Yes. Enfield's Article 4 direction, confirmed by Planning Committee in October 2013 and in force from 23 October 2013, covers the whole borough and removes the permitted development right to turn a house into a small HMO. Applications are then assessed under policy DMD 5.
Does an Enfield HMO for three people need a licence?
Yes, since 1 September 2025, if the three people form more than one household and share a kitchen or bathroom. Enfield's borough-wide additional HMO licensing scheme covers three or four occupants; larger HMOs fall under mandatory licensing. The licence is separate from planning permission.
