Flat conversion drawings in Enfield, from £1,095 fixed

Enfield's policy DMD 5 lets a house become flats only if the scheme keeps a family home of three or more bedrooms, with direct ground-floor access to its own garden. It also caps conversions at one in five along a road and presumes against flat conversions in conservation areas.

What Enfield Council asks of a flat conversion

From the council's Development Management Document (November 2014), Policy DMD 5 Residential Conversions (adopted November 2014).

  • Where a family house is converted into self-contained flats, DMD 5 requires compensatory family accommodation of 3 or more bedrooms within the development. (source, checked 25 October 2026)
  • The policy defines compensatory family housing as three or more bedrooms, at least one of them a double, with direct ground floor access to dedicated amenity space. (source, checked 25 October 2026)
  • The council states a general presumption against the conversion of single dwellings into flats in conservation areas, because protecting existing character is particularly important there. (source, checked 25 October 2026)
  • In judging character, the council considers whether extra on-street parking or front garden parking would harm the street scene, and whether houses of particular architectural uniformity could only keep it in single family occupation. (source, checked 25 October 2026)

What Enfield flat conversion drawings have to show

An Enfield flat conversion is designed around one fixed piece: the family home DMD 5 requires the scheme to keep. In a typical two-storey house that means the ground floor flat has three bedrooms, one of them a double, and its own door straight onto the rear garden, with the smaller flat above. We test that split on the survey before drawing anything else.

The rest of the set answers the street questions. The site plan shows where cars and bins go without paving the whole front garden, and the elevations show that the front of the house is unchanged where the road has a uniform design. In a conservation area we say plainly that the council presumes against flat conversions, before you spend on a full set.

Enfield flat conversion questions

Can I convert my Enfield house into two flats?
Possibly, if it passes policy DMD 5. The scheme must keep a family home of three or more bedrooms with direct ground floor access to its own garden, conversions on the road must stay within 20% and one in any five in a row, and the flats must meet London Plan space standards.
What counts as family housing in an Enfield flat conversion?
DMD 5 defines compensatory family housing as a home with three or more bedrooms, at least one of them a double, and direct ground floor access to dedicated amenity space. In practice that is usually the ground floor flat with its own door to the rear garden, which our layouts start from.
Can I convert a house to flats in an Enfield conservation area?
It is difficult. Enfield's Development Management Document sets a general presumption against converting single dwellings into flats in conservation areas, because protecting their existing character is particularly important. We tell you this before drawing, and look at whether an extension or a different layout would serve you better.
