HMO drawings in Ealing, from £945 fixed
Since 14 November 2025 a small HMO needs planning permission almost everywhere in Ealing, after Perivale went first in October 2024. The council's April 2025 standards then decide how many people each room takes: one person from 6.5 square metres, two over 10.2. Our plans show the area and band for every bedroom.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Ealing Council asks of a HMO conversion
From the council's Houses in multiple occupation (HMOs): practical guidance for applicants (adopted current page, read 25 October 2026).
- In Perivale ward an immediate Article 4 direction has removed the right to change a house to a small HMO since 30 October 2024; across the rest of the borough, outside Perivale and the Old Oak and Park Royal (OPDC) area, planning permission has been needed since 14 November 2025. (source, checked 25 October 2026)
- The council's guidance says planning permission is separate from HMO licensing, and most HMOs will also need a licence from the council's licensing team. (source, checked 25 October 2026)
- Ealing's HMO standards (April 2025) allow nobody to sleep in a bedroom without cooking facilities under 6.5 square metres, one person from 6.5 to 10.2 square metres and two people over 10.2; with cooking facilities the bands are 10.2 and 13.5 square metres. (source, checked 25 October 2026)
- The same standards set a minimum of 6 square metres for a shared kitchen and 8.5 square metres for a kitchen-diner, and say no bedroom may be reached through a kitchen. (source, checked 25 October 2026)
What Ealing HMO conversion drawings have to show
Ealing's April 2025 standards count people by floor area, so each bedroom on our plans carries its area and the occupancy band it falls in: under 6.5 square metres it cannot be a bedroom, between 6.5 and 10.2 it takes one person, and over 10.2 it can take two. The kitchen is drawn with its area against the 6 or 8.5 square metre minimum, depending on whether residents will eat in it.
Layout matters as much as size. The standards rule out a bedroom reached through a kitchen or another room, so the plans show every bedroom opening off the hall or landing. Since November 2025 almost the whole borough needs planning permission for a small HMO, and the same drawings later go to the licensing team, so the room numbers match on both applications.
