What Croydon Council asks of a householder planning application

From the council's Local Validation List (May 2026), Plans and Drawings (adopted May 2026).

  • Croydon says all plans must use a standard metric scale with a scale bar, drawing number, title and north arrow, and must not say "DO NOT SCALE". The location plan is normally 1:1250 and shows two adjoining streets. (source, checked 25 October 2026)
  • Block plans at 1:200 or 1:500 must show all existing and proposed buildings, structures, vehicle and pedestrian access, vehicle and cycle parking, hard surfaces, trees and relationships with adjoining properties. (source, checked 25 October 2026)
  • New buildings, significant level changes and basements need a topographical survey with spot heights and contours, which the council cross-checks against the sections, and demolition plans must clearly show which walls are to be demolished. (source, checked 25 October 2026)
  • Elevations of all sides of the exterior must be existing and proposed with materials annotated, and street elevations for new buildings must show the proposal against neighbouring buildings with heights annotated, citing the 2021 Choiceplace Properties judgment on accurately showing adjoining properties. (source, checked 25 October 2026)
  • Photographs go in a separate confidential document and must not show children, views through neighbouring windows or number plates. Sections must show all elevations not on the elevation drawings. (source, checked 25 October 2026)

What Croydon householder planning application drawings have to show

A Croydon set starts with the levels. On a sloping garden or a basement we commission the topographical survey with spot heights and contours, then draw sections through it, because the council checks one against the other. The block plan carries the cycle and car parking and the hard surfaces.

Neighbours' heights are annotated on the street elevation for any new building, in line with the court case Croydon cites, and every elevation has its materials noted. The site photographs are prepared as a separate document with faces, number plates and neighbours' windows left out, as the council asks.

Croydon householder planning application questions

When does Croydon need a topographical survey?
For new buildings, significant level changes and basements. The survey must show spot heights and contours, with existing and proposed land levels and gradients, and the council cross-checks it against the sections through the site. Our measured survey gives the levels the sections are drawn from.
Why does Croydon mention a court case about planning drawings?
Its list cites Choiceplace Properties v Secretary of State (2021) to stress that adjoining properties must be shown accurately, so new buildings need street elevations with the neighbouring heights annotated. Drawings must therefore show neighbours accurately, and we annotate the neighbouring heights on every street elevation we draw.
How should photographs be supplied to Croydon?
In a separate, confidential document, with nothing that identifies people, such as children, views through neighbours' windows or vehicle number plates. Croydon says all applications should include photographs to help its assessment, and major schemes also need contextual elevations or 3D visualisations.
