HMO drawings in Croydon, from £945 fixed
Croydon has needed planning permission for every house-to-HMO change since 28 January 2020, and from 25 September 2026 even a three-person shared house needs an additional licence. Our drawings show each room's counted floor area against the council's own standards: 10 square metres for one person sharing a kitchen.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Croydon Council asks of a HMO conversion
From the council's Borough-wide Article 4 Direction: houses in multiple occupation (adopted 28 January 2020 (in force)).
- Croydon made a borough-wide Article 4 direction on 28 January 2019, confirmed to take effect on 28 January 2020, removing the Class L(b) right to change a house or flat from Class C3 to a Class C4 small HMO anywhere in the borough. (source, checked 25 October 2026)
- From 25 September 2026 an additional HMO licence is needed, borough-wide, for an HMO occupied by 3 or 4 persons forming 2 or more households; licences last up to five years. (source, checked 25 October 2026)
- Croydon's bedsit-type HMO standards (reviewed October 2024) set a minimum of 10 square metres for one person in a room with a shared kitchen and 15 square metres for two, rising to 13.5 and 18.5 square metres where the room has its own cooking facilities. (source, checked 25 October 2026)
- The same standards ask for a floor-to-ceiling height of 2.3 metres in habitable rooms, bathrooms and WCs (2.14 metres over 75% of an existing attic room), disregard floor area under 1.53 metres, and allow no more than two people to sleep in one bedroom. (source, checked 25 October 2026)
What Croydon HMO conversion drawings have to show
Because the Article 4 direction covers every street in Croydon, a house-to-HMO change starts with a planning application, and the drawings are made for two readers: the planning officer and, later, the licensing team. The existing and proposed floor plans name every room, give its floor area to one decimal place and mark which rooms are bedrooms, shared kitchens and bathrooms.
We measure the floor area the way the council's standards do, leaving out anything under 1.53 metres of headroom, so a loft bedroom is shown at its counted area rather than its gross area. A section through any attic room shows the 2.14 metre height over three quarters of the floor, and the plans show how many people each bedroom is laid out for, never more than two.
