Flat conversion drawings in Bromley, from £1,095 fixed

Bromley's Policy 9 allows a house to be converted into flats if neighbours' privacy and daylight are protected, parking stays safe, the street's character holds and ground-floor flats favour family units with gardens. We draw each criterion on the plans, including front garden parking, so officers can see it.

What Bromley Council asks of a flat conversion

From the council's Bromley Local Plan (January 2019), Policy 9 Residential Conversions (adopted January 2019).

  • Bromley's Policy 9 permits conversion of a single dwelling into two or more self-contained units only if neighbours' privacy, daylight, sunlight and quiet are not harmed, the accommodation is of high quality, and parking does not cause unsafe or inconvenient highway conditions. (source, checked 25 October 2026)
  • The same policy requires that the character and appearance of the area is not adversely affected, that there is no detrimental impact on housing choice in the locality, and that safe and secure access is provided to each dwelling. (source, checked 25 October 2026)
  • Where accommodation at ground floor level is proposed, Policy 9(e) says preference is given to family housing units with direct access to a garden. (source, checked 25 October 2026)
  • Paragraph 2.1.71 says conversions must comply with the London Plan and the GLA Housing SPG and address minimum space standards, car parking and outdoor spaces, and paragraph 2.1.72 says the council will resist conversions that may cause a traffic hazard and harm residential amenity. (source, checked 25 October 2026)
  • Paragraph 2.1.72 notes that conversions can lead to parking in front garden areas and increased on-street parking, particularly where shops or commuter parking already cause congestion. (source, checked 25 October 2026)

What Bromley flat conversion drawings have to show

Bromley's six criteria become a checklist on the drawings. A ground-floor flat is drawn with its own garden access, the neighbours' windows are shown on the plan so privacy and daylight can be judged, and each flat has a separate front door with a safe approach. The elevations show any new windows or doors, because the character test is about what the street will see.

Because paragraph 2.1.72 singles out parking in front gardens, we show the front garden as it will be, with bin stores and cycle storage inside the plot rather than on the pavement, and indicate how many cars can park without harming highway safety. Floor areas are labelled against the GLA space standards the plan refers to.

Bromley flat conversion questions

What are the rules for converting a house into flats in Bromley?
Policy 9 of the 2019 Local Plan lists six tests: neighbours' amenity is not harmed, the flats are high quality, parking does not cause unsafe highway conditions, the area's character is not harmed, housing choice is not harmed, and each home has safe, secure access. Ground-floor flats should favour family units with garden access.
Will Bromley allow parking in the front garden of converted flats?
Paragraph 2.1.72 warns that conversions can lead to parking in front gardens and more on-street parking, and says Bromley will resist conversions that may cause a traffic hazard or harm residential amenity. We show the front garden layout in detail, including the car spaces and the bin and cycle stores.
Which space standards apply to a Bromley flat conversion?
Paragraph 2.1.71 says conversions must comply with the London Plan and the GLA Housing Supplementary Planning Guidance, addressing minimum space standards, car parking and outdoor space. We label each flat with its floor area against the standard on the plans, so officers can check without a calculation.
