What Brent Council asks of a building regulations application

From the council's The Building Control application process explained (adopted current council page, read 25 October 2026).

  • Brent says full plans are usually for larger work or where consultation with the Fire Brigade or Thames Water is required, and building notices are usually for more minor residential works. (source, checked 25 October 2026)
  • With a building notice there may be no detailed plans to approve, so work can start once the notice is accepted, usually within 48 hours. (source, checked 25 October 2026)
  • A full plans decision is due by law within five weeks of receipt unless extended with the applicant's written consent, though it is usually much sooner, and work started before approval is at risk of extra cost if the design is not in accordance with the regulations. (source, checked 25 October 2026)
  • Approval of plans lasts for three years, and if work does not start in that time the council may serve a notice declaring the plans of no effect, so a fresh application is needed. (source, checked 25 October 2026)
  • Brent's charges have two parts, a plan charge and an inspection charge, the overall charge for a building notice and a full plans application is the same for similar work, and the plan charge must accompany a full plans application or it may be considered invalid. (source, checked 25 October 2026)
  • The estimated cost of works used for charging should be the cost of all the building work and should not include professional fees, and Brent says local council building control teams may only recover the cost of the work they carry out and do not make a profit. (source, checked 25 October 2026)

What Brent building regulations application drawings have to show

Brent's own page tells you to use full plans when the Fire Brigade or Thames Water has to be consulted, so we draw the escape routes, fire separation and drainage near public sewers as one full plans package for a loft, a rear extension or a flat conversion. The set goes in with the plan charge, because without it Brent may treat the application as invalid.

We write the date of the application on the cover sheet and diarise the three-year limit, so the approved plans are not declared of no effect if the build is delayed. The cost estimate on the application is prepared the way Brent asks, covering the building work only and not professional fees, with a written breakdown to support it.

Brent building regulations application questions

How long does Brent building control take to approve full plans?
By law a decision on a full plans application must be given within five weeks of receipt, unless extended with your written consent, and Brent says it is usually much sooner. Work may start before approval, but there may be risks and extra cost if the design does not comply with the regulations. The plan charge must come with the application.
How long do Brent building regulations approvals last?
Three years. Brent says that if you do not start work in that time the council may serve a notice declaring your plans of no effect, which means you need to submit a fresh application. We put the application date on the cover sheet of the set so the deadline is known from the start.
Is a Brent building notice cheaper than full plans?
Brent says the overall charge for a building notice and a full plans application is the same for similar work, made up of a plan charge and an inspection charge. Regularisation charges are generally higher. The council recovers only the cost of its work and does not make a profit, so the route depends on the project.
