Flat conversion drawings in Barnet, from £1,095 fixed
Barnet's Policy DM01 says converting a house into flats in a road characterised by houses will not normally be appropriate, and explains the harm in car movements, parking stress and rubbish. We assess the road first, then draw conversions only where the case can be made.
Householder application fee, paid to your council at submission.
Plus the Planning Portal's own charge if the application goes through the Portal: up to £149 including VAT, depending on the application type, and some types have none (source).

What Barnet Council asks of a flat conversion
From the council's Barnet's Local Plan: Development Management Policies, Policy DM01 and section 2.8 Conversions (adopted September 2012).
- Policy DM01(h) of Barnet's Development Management Policies says the conversion of dwellings into flats in roads characterised by houses will not normally be appropriate, and DM01(i) says the loss of houses in such roads will not normally be appropriate either. (source, checked 25 October 2026)
- Section 2.8.1 says conversions may be appropriate in certain types of property or street, particularly where they are highly accessible, but can still harm an area's character by changing external appearance and increasing activity. (source, checked 25 October 2026)
- The policy text lists the activity as more people movements, increased car movements and parking stress, more rubbish to be collected and more deliveries, and says the cumulative effect of conversions can damage the quality of the environment. (source, checked 25 October 2026)
- Where a conversion is acceptable, external alterations should minimise their impact on the property's appearance and local character, and the scheme must address the dwelling size priorities in Policy DM08 and the parking management approach in Policy DM17. (source, checked 25 October 2026)
What Barnet flat conversion drawings have to show
In Barnet the evidence comes before the drawing. We survey the road: how many houses, how many flats, what the front gardens and boundaries look like, and how close the nearest station or bus corridor is, because DM01 treats a road of houses differently from a road that is already mixed or well connected. If the road is characterised by houses, we tell you the odds before the full set is drawn.
Where a conversion looks arguable, the drawings are built around the points section 2.8 raises. The front elevation shows no more change than is needed, the front garden shows bins, cycle storage and parking without losing its planting, and the plans label each flat's bedroom count to meet the dwelling size priorities in DM08.
