HMO drawings in Hillingdon, from £945 fixed

On 26 February 2026 Hillingdon's Full Council confirmed a borough-wide Article 4 direction, so every new small HMO now needs planning permission, not just those near Brunel University. We draw to Policy DMH5: parking, waste, amenity space and concentration on the street.

What Hillingdon Council asks of a HMO conversion

From the council's Proposed Article 4 Direction (Houses in Multiple Occupation), Council report; Council minutes item 56 (adopted made on the 27 November 2025 report; confirmed by Full Council on 26 February 2026).

  • Hillingdon's report of 27 November 2025 recommended an immediate borough-wide Article 4 direction removing the permitted development right to change from a dwellinghouse (C3) to a small HMO (C4) for up to six residents, which makes every new small HMO conversion need planning permission. (source, checked 25 October 2026)
  • Full Council resolved on 26 February 2026 (minute 56) that the borough-wide immediate Article 4 direction for C3 to C4 changes be confirmed. (source, checked 25 October 2026)
  • The existing part-borough direction covering the former Brunel and Uxbridge South wards, introduced in 2013 because of student house conversions, is cancelled on the day the borough-wide direction comes into force. (source, checked 25 October 2026)
  • The report estimates 2,537 HMOs in the borough, 8.7 per cent of private rented dwellings and 2.2 per cent of all dwellings, present in every ward, and says the direction is not an automatic ban because permission may still be granted. (source, checked 25 October 2026)
  • New HMO applications are assessed against Policy DMH5 and other development plan policies, whose principles prevent over-concentration in an area and along a street, and require car parking, waste storage, retained amenity space and garages, and no harm to neighbours' amenity. (source, checked 25 October 2026)

What Hillingdon HMO conversion drawings have to show

The 2026 direction changes the order of work in Hillingdon: where an HMO was once a permitted change in most of the borough, it now needs a planning application with drawings that answer DMH5. The plans show the car parking spaces kept on the plot, the bin store, the garden left for the residents and any retained garage, because the report names each as a standard the application must meet.

We also count the nearby HMOs, since Policy DMH5 aims to prevent over-concentration in an area and along a street, and we draw the room layout with the rooms and shared facilities labelled, ready for any licensing application. If the HMO already exists, the report says a certificate of lawful use is the route, not a new application.

Hillingdon HMO conversion questions

Does Hillingdon now need planning permission for every small HMO?
Yes. Full Council confirmed a borough-wide immediate Article 4 direction on 26 February 2026, removing the right to change a house (C3) to a small HMO (C4) for up to six residents anywhere in Hillingdon. It replaces the older direction that covered only the former Brunel and Uxbridge South wards.
Does the Hillingdon HMO direction affect existing HMOs?
Not retrospectively. The council's report says it does not apply to small HMOs already existing when the direction comes into force, and that a landlord can apply for a certificate of lawful use to confirm one. A certificate confirms lawfulness, not the planning merits of the use.
What will Hillingdon test a new HMO application against?
Policy DMH5 and other development plan policies. The council's report says these aim to prevent over-concentration in an area and along a street, and that HMOs must meet standards for car parking, waste storage, retention of amenity space and garages, and not harm neighbours' amenity.
