Heritage statement in Hackney, from £565 fixed

Hackney's validation checklist asks for a heritage statement whenever a proposal affects a listed or locally listed building, its setting, or a conservation area, with a schedule of materials and finishes alongside. We write both together, from the building's own features, so the application is accepted first time.

What Hackney Council asks of a heritage statement

From the council's Planning application validation checklist (householder, full, outline, variation and listed building consent) (adopted current checklist, read 25 October 2026).

  • Hackney requires a Heritage Statement or Heritage Impact Assessment when development affects a locally or statutory listed building or its setting, a scheduled monument or registered park or garden (or their settings), is within a conservation area or affects its setting, or is on a site previously identified as a non-designated heritage asset. (source, checked 25 October 2026)
  • A separate archaeological Heritage Statement is required when the proposal includes a new building or ground disturbance on or adjoining a site of archaeological interest. (source, checked 25 October 2026)
  • A schedule of materials and finishes is required when the development affects a locally listed or statutory listed building or its setting, or is within or affects the setting of a conservation area, and for every listed building consent application. (source, checked 25 October 2026)
  • The checklist covers householder, full and outline planning permission, variation or removal of conditions and listed building consent, with documents required for consent applications wherever it says so. (source, checked 25 October 2026)
  • Hackney has around 1,300 listed buildings. Its listed building consent process is similar to planning, but it needs more detail on the existing features and how the proposed work will affect them, and it works closely with Historic England on Grade I and II* buildings. (source, checked 25 October 2026)

What Hackney heritage statement drawings have to show

Hackney's checklist makes the heritage statement and the schedule of materials and finishes a pair, so we write them together. The statement describes the building and its conservation area or listing, the schedule names the brick, slate, window and joinery finishes with the drawing that shows each, and the two never contradict each other. For a listed house we also photograph the existing features the council wants to see before any work is described.

Hackney treats locally listed buildings and the setting of heritage assets as triggers too, so we check the council's local list and the conservation area map first. A terraced house next door to a listed one may need a statement even when the house itself is unlisted. Where the work involves ground disturbance near a site of archaeological interest, we flag the separate archaeological statement before you submit.

Answers

Hackney heritage statement questions

When does Hackney ask for a heritage statement?
When the development affects a locally or statutory listed building or its setting, a scheduled monument, a registered park or garden, a conservation area or its setting, or a site previously identified as a non-designated heritage asset. It applies to householder, full and outline applications and to listed building consent.
Does a Hackney heritage statement need a schedule of materials?
Hackney's checklist asks for a schedule of materials and finishes when the development affects a listed or locally listed building or its setting, or is in or affects the setting of a conservation area. For listed building consent it is required on every application. We write it alongside the statement.
Do I need listed building consent for repairs to a listed house in Hackney?
Not for regular maintenance or repairs that do not affect the building's character, such as an identical repair in matching materials. Hackney says consent is needed if repairs remove historic material or change the character, such as replacing original external doors or windows or removing internal fireplaces or plasterwork.
